Good evening everybody,

I hope that you are all keeping yourselves safe and well during these unprecedented times. The question I have for you is in regards to uploading an ECA from WES after I have submitted my EE profile. After multiple phone calls to WES, they have informed me that themselves like many other businesses during this pandemic are working with a reduced workforce so processing times may take longer than expected.

Due to this, I was wondering if it's possible to answer 'NO' to education and then upload my ECA once I have this from WES? I understand that for FSW it's essential to upload the ECA with your profile, although as CEC has no educational requirements I wasn't too sure what the stance was on this.

It's not like I've done this before, but will your profile be marked as ineligible if you don't have a valid ECA # when you create your EE profile?

See this is the thing, I’m not sure! I understand that to attain any points for your education you need an ECA.

That being said though, CEC doesn’t have any educational requirements although because I need the additional points I’ve applied for an ECA but I’m rapidly realising that this probably won’t be completed in time.

As there aren’t any educational requirements for CEC, would it be possible for me to just list my education on my EE profile, say no to an ECA and then submit? After I’m in the pool and before I hopefully receive an ITA, update my education with the ECA that I will get from WES.

Right, got you. Your profile will be eligible for CEC but if you marked ECA as “NO”, then you won’t get the additional points for education then?

The simplest way I can reword this question is by saying that my visa is about to expire in just over a month, I'm applying for PR under CEC and also a BOWP. Due to my current time constraints, I don't know if WES will process this in time so I wanted to know if I can upload an ECA at a later date to attain those additional CRS points?

I looked at your first post, you said AFTER EE profile creation. I completely missed that. I’m sorry.

I’m not entirely sure but I think you can still edit your EE profile after creation as long as you’ve not received an ITA. When you get an ITA, you’re EE profile gets locked and the info will be carried over to your PR profile. If that’s the case, you can upload the ECA# on your PR profile.

You can’t really apply for a BOWP until AFTER you submitted your PR application. So an EE profile or an ITA is not enough for a BOWP application, you need to submit a PR application acknowledgment of receipt in order for IRCC to consider granting your a BOWP.

Ideally, if you’re not claiming points, you shouldn’t declare it. After your get an ITA, a new section will open called personal history, that’s where you put all your activities in the past 10 years or after your 18th birthday whichever is more recent.

So I can't apply for a BOWP whilst in the pool of applicants waiting for an ITA even though I have submitted my profile?

You can’t. You must submit a PR application and use the AOR letter as supporting document for your BOWP application.
