CEC qualification question for work exp gained more than 3 year ago

Friends,
please help me out in this , i am aware that for CEC , we have to have at least 1yr exp in last 3 year. Here is my case-
my work exp in Canada-

march-2016 to Jan-2019 - moved out of Canada
came back to canada
Dec-22nd -2021- present

I still have 8 weeks to complete one year exp in last 3 year.

Question a) Can i be still eligible for CEC for the work exp gained in more than 3 year ago.
Question b) Can i apply now as CEC and if get ITA before a year BUT apply after 22nd december, as it says "Before you apply, you should have 1 yr exp in last 3 year.

a) NO. You can only claim experience within the last three years. It is not CEC experience but you can claim it as foreign experience.
2. You can submit a profile now. If you get ITA, don’t submit application until you have one year Canadian.

Assume you are eligible for EE-FSW and it is skilled work experience.

What should I select on the questionnaire when they ask-
"In the last three years, how many years of skilled work experience do you have in Canada? It must have been full-time (or an equal amount in part time)."
i) Less than 1 year
ii) One year or more

Your experience from 2016 to 2016 counts to get points for a Canadian working experience within ten years but not within three years. You can get an ITA under FSW if you have enough CRS points. If you get ITA under CEC, you can accept it and submit your PR later when you close the 52 weeks (end of December 2022)
