As I have not got it, would it be helpful if I send a mail to CPC-CTD-Ottawa @ cic.gc.ca requesting AOR

Honestly I doubt if you will get any response on your mail in 30 days...Better wait for 1 - 2 more weeks for your AOR instead. If your CC / DD was charged, most certainly you will get AOR.

CPC Ottawa is not responsible until you receive AOR from CIO, Sydney. You should contact CIO.

CIO haven't provided any contact number but for sure they will reply to your email: centralized-intake-office @ cic.gc.ca

Now a days CIO is responding with in 3 days I guess. One applicant got reply with in 3 days recently. I hope same thing will happen for you too.
