the trend recently has been around 3 months - I am AOR November 20 and still no BIL.
you can register when your UCI changes (does not start with CAN anymore) - it is usually when you get BIL but some people have seen it changed before BIL so check regularly your GCkey

Yes, I called IRCC today. They said my criminality check is ongoing currently, so I should receive BIL soon. Also, she said that maybe because I added dependent later my BIL is still in process. She said usually the time depends on the officer who is processing the application.

Go upto the option of knowing the status of your application, and then once the computer system finishes speaking about the status, it will give option to speak to the agent. For me, the wait time was 10 min, but the agent was available for talk in around 5 min.
