I actually wanted to apply under 2174 as I can do both but my employer had 2171 on their documentation so just went with that.

Wow, sorry to hear it is taking so long. You are about 2 weeks away from the 6 month mark after which you can contact them!

Yes you can do that, I didnt do it personally but some of my friends did it and its not going to hurt your application in anyway.Good luck

I did that too, at least was suggested to do so as one of the step to ensure to receive ITA under CEC, so far looks good.
