No, I don't have Complete, just Decision Made.

After Calling CIC, Agent told that final review of the file is going on VO will let you know the next steps.

Anyone exp. the same ? any idea how much time they will they will take??

Yes, it changed from Decision Made to Complete after landing. And a final line was added that says where and when I landed.

No, your COPR needs to be signed by the border officer in order to get your SIN. You are not permanent resident until you do your landing.

Congrats! Did you have the second line appear in your ECAS before you got this? It seems like everyone gets that new 2nd line before getting PPR.
