Another optimist command from me: Given that processing times have been updated weekly and EE-CEC processing times increased to 15 months and Old-CEC times stayed same as 17 months (even though call center agents say they see 21 months internally), I think they start to give priority to Old-CEC files by putting the EE on hold

Seems now Old CEC and Refugees are priority..

Every year, canada needs to onboard some number of people to Canada.. The best way to complete that is refugees and old cec.

For EE it takes time to select people from pool and with specific points..

In regards to my earlier question about how VO works, I was doing some internet search and came across with the audit report. As I was a former auditor, I found this very interesting. http://www.oag-bvg.gc.ca/internet/docs/parl_oag_201111_02_e.pdf

The suggestions part, especially 2.96 " CIC and the CBSA do not have systematic mechanisms for quality assurance or measuring performance that would provide a reasonable level of assurance that their processes are working and that practices are appropriate for today’s challenges". It seems nothing has changed since 2011..

and also the rejection rates in 2010 69.000/370000 almost %20.. (page #9)

oh, I see, do you ask your manage signed a new one to give your lawyer ? I saw somebody do in this way and works . maybe Lawyer have better idea.

since you have a lawyer, and I think you may can ask him/her to do below : if you sure your application have over the normal timeline a lot.

Write a letter to the Program Manager at the Canadian Immigration Visa Office processing your file. Our letter will request that your application be brought to final disposition or, alternatively, that we be informed as to what must be done for your application to proceed to final disposition.
