CEC as a carpenter but no red seal

Hello eveyone,

my buddy is a carpenter in Canada and has been working for more than 12 months for his Canadian employer, (full time). He'd like to apply for Express Entry now but is not sure if he qualifies as he does not have the red seal. He lives in BC.

Has anyone obtained their PR in the same sort of situation?

The only time certification is required for the work experience to count is if it is literally mandatory to work in the occupation (in the province). If it is "available, but voluntary," then it simply does not matter (for CEC) if he does not have it.

  • Trade certification for carpenters is compulsory in Quebec and available, but voluntary, in all other provinces and the territories.

I can't quite understand if it's required.
Plus I thought that once you had a year and in the CEC category, it would not matter of you had the red seal or not.

First, the link you provided was from the 2011 version of the NOC codes, you must use the most recent version (2016). The code is the same, but the descriptions on the ESDC site are better:

  • "Trade certification for painters and decorators is compulsory in Quebec and available, but voluntary, in all other provinces and the territories."
If certification / licensure is mandatory to work in an occupation, it is a "regulated occupation" and illegal to work without it. You cannot use unauthorized work experience to qualify for immigration (although sometimes people get away with it). Fortunately, it is not mandatory for either occupation that you asked about.

No, not as education. In trade occupations, a certificate of qualification from the provincial licensing board can be used for CoQ points, however.


In CIC profile you have to answer yes/no to "Was john awarded a Canadian degree, diploma or certificate for this period of study?"
That question refers to academic qualifcations, not trade qualifications.
