For PR application

Most likely the info you received is incorrect. Criminality may be in progress, but if your gave your biometrics, then there is no reason why it is not started.

However, for security, it will usually start after eligibility is passed. see https://bit.ly/3pF5YX5

In most cases RPRF is sent when either eligibility has started, is recommended passed or even passed. RPRF is a good indicator that your eligibility has started and and most likely passed.

BGC = criminality and security.

The BGC refers to criminality and security. This is why the BGC status in MyCIC changes twice during the processing of the application.

However, security will only initiate after eligibility is passed for most applicants.

Congrats. I really don't know how security will start if Eligibility is not conclusive passed. It must be Conclusively passed I think.
