My friend (+18 years) was caught shoplifting (CDs) in UK, 4 years back. He was given a caution by a police but no fine. Now he want s to apply for canada immigration. Should he mention that in the form , as form indicates clearly conviction (not caution). And what are the implications or consequences on the success of his canada PR application

A caution is a conviction by accepting the formal caution your "friend" admitted that he committed the crime.
