Cant get to CIC agent!

My extended study permit was sent to the wrong address and i desperately need it so i can go see my my family who i have not seen in a year and that i miss so much. I called CIC hundreds of times and always get the message that says 'were experiencing a high volume of calls'
Im seriously worried ill never get to talk to someone and fix this so i can leave and come back...
Please help, any advice would be so valuable

It is normal. I sometimes wait 30 min to get in touch with one of the agents. I suggest you put it on a speaker mode and do something else until they pick up. Try calling them in the morning when they start taking calls too.
