Does Express Entry Cancelled as incomplete count as "visa application rejection/refusal"?

If yes, this means every single time I was asked this I need to explain the error?

the express entry is not a visa application, but if you want to be sure, you can include it and explain, including attachment in your LoE

I do understand that missing document is a very minor thing in the eye of an immigration officer and basically does not affect future travel/application. But I am asking for a broader sense that if I have to fill in forms in the future which asks "have you ever been rejected visa application?"

You can go either way.

But generally i would put a visa rejection as an application where there was a decision made on your application and it was a refusal.

I tend to believe it is cancelled instead of refuse. The reason is that IRCC gives a list of possible final decisions (see below)

And my decision is clearly "cancelled" instead of "refusal" (see below)

I think this is pretty clear, but I will ask Web Form about this.

The final decision tells you when your application is:

  • in progress,
  • approved,
  • not approved because it was incomplete,
  • refused,
  • withdrawn,
  • cannot be withdrawn, or
  • cancelled.
refuse and cancelled are two different things

The decision for me is:

April 20, 2021 Your application was cancelled because it was incomplete. Check your messages below for details.

Hope this helps.
