Canadian TRV VISA Help needed

Hello Everyone

I wanted to know if someone else on my behalf can submit my TRV application in person to Canadian Consulate in New York?

I am planning to visit Canada around Christmas and as only a month is left now, I'm thinking to submit the application in person. NYC being pretty far from my place, I was thinking if someone else on my behalf be able to submit the application.

I'm planning to submit a return envelope along with required documents in person. How does return envelope work out? I went to USPS today to ask for return envelope and they denied it...saying that they cannot give it back to me after printing the label etc..They said, It has to be sealed

Any idea?
