Canadian govt in Canada - can they give PR stamp in Canada?

Can anyone enlighten me as to te possibilities of a Canadian federal office being able to stamp my wife's passport with PR stamp while she is in Canada on a visitor visa?
Can't the embassy in her country(ukraine) authorize a federal authority to give this stamp here in Canada?
I really prefer not to see her head back overseas JUST to stamp her passport. I know on a TRV, you have to return to your country, but there needs to be some practical situation where authority can be given to someone in Canada to stamp a passport. Any thoughts or help? What about the Ukrainian consulate in Toronto? I know it's ukraine govt I know, but there's gotta be some sort of cooperation. Maybe I'm naive. Lol

Unfortunately it's not possible. The visa office processing your wife's file is the visa office that must stamp the passport with the PR visa.

She can mail her passport...

what completely sucks about Ukraine is that it's illegal to mail a passport internationally there. :(

i wish there was just a LITTLE more compassion to people about the time and money that is lost because of needing to go back to the home country just for a stamp.

She has one last alternative.

She could send her passport back to Ukraine with a family member or trusted friend who happens to be traveling there from Canada. Someone would then need to carry her passport back after visa stamping has been completed.

The visa is stamped by the processing visa office for control issues. Just because the passport has been requested, doesn't always mean the application is approved. Sometimes additional processing still needs to be completed in order to determine if the application can in fact be approved. Consequently it makes sense (althought I understand why it sucks) that one office has to be responsible for the process end to end.

The inland process is available to those who are already in Canada and don't wish to leave for visa stamping (although this process obviously carries its own downsides).

Yes, we did choose outland process BECAUSE WE KNEW THERE WAS LITTLE TO NO CHANCE OF GETTING A VISITOR VISA FROM THE EMBASSY IN HER COUNTRY. Ukraine has MUCH suspicion coming from the Canadian gov't about shenanigans.
We're going to give it a shot. I just wish there were a few more options. If it wasn't so freakin hard to get a visitor visa, even after being married(but not during PR processing), we would've tried for a TRV and did inland process. Time wouldn't be much of an issue if we were together. Anyways, thanks for input guys.
