I dont get it. It says in the chart is all 4 category need 3L in NOC B, what about my score?can i apply for cec category under NOC B?

I believe you need CLB level 5 for applying under NOC B, I fear you may not qualify for applying.

check the link, your CELPIP is mapped to CLB levels, it doesnt matter if you are taking IELTS or CELPIP, it is mapped to CLB level and you will have to have the required CLB level to be eligible.
