your wife can apply whenever/whereever you want. if you are in Korea, then applying outside-land. make sure you guys proof that she will go back to Canada with you after receiving ur permanent visa.

Im not sure about the pay tax. if she Quebecoise, then no need financial proof. if she isnt, im not sure.

u dont need to wait, tho, maybe you application will be sent to Visa Office in Pakistan since u are not reside 1 year in South Korea.

check the time line between offices. choose the shorter time processing. =)

As stated there is no income requirement for spousal sponsorship, however she should provide what her income was for the last year because, they will want to know how you plan to support yourselves once you are settled in Canada. Her student loans will not have any bearing on your application nor will owing back taxes (tho she should try to get them straightened out.) She can file at anytime she wants just keep in mind that you will have limited time to land once you receive your PR visa (it will be either the expiry date of your medical or expiry date of your passport whichever comes first) even if you can't stay you could always land and return to Korea until you have things tied up there. You will have to provide a Settlement plan this is your proof that you intend to return to Canada, bank account information will not really prove you plan to move back to Canada. Things like... job offer in Canada, e-mails inquiring about jobs, e-mails of quotes for having your belongings shipped to Canada, e-mails showing your looking at rentals or looking into buying a place, letters from family and friends stating they know of your intention to move to Canada, letter from family with-in Canada that you might stay with upon arriving until you get on your feet. You have not been in Korea for a year so you will have to go thru Pakistan. Pakistan is showing 44 months processing time...
