After reading the article I think that the delay will concern non-syrian refugees. They don't talk about EE applicants.

This is a very interesting read. Although it talks specifically about refugees only, it does mention the strain these new applications are adding to the system. Now, the part that we don't know is whether the same officers are dealing with refugees and economic immigrants. That's the crucial piece of information.
