Hello

In the semi-skill pilot bc pnp assessment. there is one reqirement called canada's low income cut-off ( http://www.statcan.gc.ca/pub/75f0002m/75f0002m2009002-eng.pdf ) . what is that and how much the minumum annual income should be mentioned in the application.

AS per my LMO for food counter attendent the pay rate was 11.31 CAD. should i mention same salary per hour or higher so that it does not fall lower then the low income cut-off assessment criteria?

It would be best for you to contact the BC PNP and ask them directly how much money you need to make based on your family size to be accepted. There are a lot of LICO tables in the report you have linked to, also based on the community size, other tables based on number of children in the family.

The LICO table used by immigration to determine if you can sponsor relatives other than spouse and children is here: http://www.cic.gc.ca/english/information/applications/guides/5196E10.asp and scroll down to Table 4.

I don't think it's a good idea to lie to them about how much you make. Surely they will just ask your employer and find out.
