Hi

I'm confused and could really use some help. CIC's letter requesting our passports stated the following:

Residents of THAILAND
Submit passports to the Canada Visa Application Centre in Bangkok
For address, service hours, and instructions for how to submit passports through the
Canada Visa Application Centre in Thailand, visit this website:
www.vfsglobal.ca/canada/thailand/

So I sent the passports, photos and appendix that was required to the address on the website:
Canada Visa Application Centre
The Trendy Office Building, 10/198-201, 28th Floor,
Sukhumvit Soi 13, Klongtoey-Nua,
Wattana,Bangkok 10110

Today we got an email from them stating:
Dear Sir/Madam,

Thank you for contacting VFS Canada Visa Application Centre, according your document submit by mail.

Please send document as following :

1. Instruction letter
2. Money transfer
- 1368 passport transmission fee
- 54 SMS
- 188 Courier
= 1610 THB for 2 persons are totally= 3220 THB

Bank Name : XXXXXXXX
Brance Name : XXXX
Account No. : XXXXXX
Swift Code : XXXXX

***After transfer please send receipt for confirm by this email info.canbkk@vfshelpline.com

So, why is the Canada Visa Application centre asking me what to do with the passports?? and shouldn't the cost of sending the passports to Singapore have already been included in the PR Application Fee???
