They will very likely send it via Canada Post. That being said, it's a rotating strike so one city's postal workers will go on strike, but yours may or may not. You'll just have to be patient and keep your eyes peeled.

While applying* I had asked this question to a PP-Canada official. She replied that during the CP strike they'd inadvertently be dispatching the passports via alternative routes, like Purolator.

*Applied for Canadian passport (normal processing) end of Sep-2018, on a Thursday a/n. Received my pp the next Tuesday.

Mail is delayed but not completely held up.

My wife had her renewed PR card mailed out to her on Nov 2nd and she received it in the mail on Nov 9th. This was during the rotating strikes.

My passport was sent out from Missasauga couple days ago by Xpresspost and there is post striking there, so unfortunately there will be a serval days delay due to this situation in my case, I hope I can get my passport by next week. All I can do now is just wait patiently.

Hello everyone,

I applied for TRV from within Canada and mailed the passport with Canada Post (Xpresspost) during the strike, so here's my timeline:

- November 2nd: submitted the application
- November 22nd: received passport request
- November 22nd: mailed the passport to Ottawa from Vancouver,BC
- November 30th: Passport received by CIC
- December 3rd: Received my passport back

Hope it helps!

I’m in the same situation! Plus I made the mistake of sending a UPS return envelope, meaning they will send my passport back through regular mail. And my flight is on the 25th :(
