I don't think anybody knows this for now because it is still too early to see a pattern emerge. Many of them are in the second stage, but nobody has gotten a reply back from them yet. Under the new rules, regardless of where you apply, your application would take a total of 6-12 months - this is what they claim. From the speed of processing at Sydney, NS, they certainly seem to be striving for that.

My work experience is not coming under "list of occupations identified in the Ministerial Instructions" (38 Occupations). I have 5 years ex in IT Industry as Software Engg.

I have one question,Can I apply Skilled Worker Applicaion directly to Delhi Visa Office or not?

After reading your reply, I have understanding, None is aware about the exact processing time in India under new rule, but it would take a total of 6- 12 Months in India. Correct me if I am wrong??
 
Yes, you have answered your question yourself. You should read more about the new application process at http://www.cic.gc.ca/english/immigrate/skilled/index.asp

That would answer most of your questions. 'Second stage' means after Sydney, NS, you submit a detailed application to your respective country's visa office.

I don't know for sure if it would only take 6-12 months from India. They have said it as a general statement. We'll have to see for ourselves.

Sorry to say, that I have not received any information regarding immigration processing time in India under new rule. I have already checked cic.gc.ca website (more than 100 times) and came to know mentioned processing time (in India) vary from 68 Months to 73Months.
I have understanding that this time frame was also mentioned under old rule (before Feb28th,2008).

Nobody knows the processing time for India under the new rules because they only announced the new rules in November last year so they have not completed processing any cases yet. Their goal is that it should not take more than 6 to 12 months but this may not happen right away. You will have to wait until some cases get processed to get an idea of that the processing time will be. Once they do a few cases, I am sure you will be able to see it on the CIC website as well.

1. Will CIC process all pending files that have been submitted before Feb28th, 2008 under new rule ???
2. In India, if one start file processing in Nov or Dec, 08..then add next 6 months for normal processing ( assume as per new rule). means we will see result or updation from CIC side on month of Jun or July 2009. what is actual processing time in India.? am i right?

1. No, it has always been clear that the files that were submitted under the old rules will stay under the old rules.

2. If it really takes 6 months, then yes but keep in mind that the files that started to get processed in December 2008 would have been the ones submitted in March 2008 so they were already waiting for the new rules for 9 months. The total processing time will not be clear until they get that backlog down also but lets say it should be faster than it was under the old rules. In any case, it is quite pointless to discuss this since we are only speculating and the real time will be known only when some real cases have been processed.

Lets see,If you are under the Magic List of 38 Occupations,You are processed in Sidney N.S and you finish in about 12-14 months If you had an employer and go in under AEO you are proccesed in India and I hear that will be 16-20 months.If nither Stay in India,If you are nominated under a PNP,Its less then a year.For example 2 Indian nurses who applied last October are arriving on march 4 so thats 6 months,Thats why Apollo Hospitals in your country is now using our BC PNP to send nurses to BC

I have checked CIC website and came to know that they have NOC job # 0213 (Computer and Information Systems Managers). link is

it doesnt matter what your job title is.
AEO - arranged employment offer
Since you manage people, you could be 0213.

I do work in an Indian IT company and not Candain firm. So as per my knowledge, my job will not consider as AEO - arranged employment offer (from Canadian Firms). Correct me if my understanding is wrong???

I managed 4-5 people.
