Canada welcomes largest number of immigrants in 50 years

Canada welcomed the largest number of immigrants in 50 years in 2010, according to Citizenship and Immigration Canada (CIC). This included applicants under the federal skilled worker program as well as the provincial nominee program.

280,636 gained permanent residence in Canada during this period, six percent more than the Government's planned range of 240,000 to 265,000 new permanent residents. The Canadian Government adjusted its immigration plan in 2010 to increase skilled immigration.

"While other Western countries cut back on immigration during the recession, our government kept legal immigration levels high," said Immigration Minister Jason Kenney. "Canada's post-recession economy demands a high level of economic immigration to keep our economy strong."

"In 2010, we welcomed the highest number of permanent residents in the past 50 years to support Canada's economic recovery while taking action to maintain the integrity of Canada's immigration system with the introduction of the Preventing Human Smugglers from Abusing Canada's Immigration System Act," he added.

"It's important to understand that the ranges are for planning purposes only. The key number is how many immigrants Canada actually admits. For 2010, that number is 280,636, with the growth coming mostly from skilled economic immigrants," said Dr. Alice Wong, Parliamentary Secretary.

The increase in skilled immigration visas actually being issued has helped Canada reduce a backlog of immigration applications in the federal skilled worker category, Canada's points based skilled immigration scheme.

"Last year, the backlog of people who applied before the [Action Plan for Faster Immigration] was drawn down to 335,000 applicants, which represents close to half the number of people who were awaiting a decision in 2008," said Kenney.

"I'm very pleased that a higher number of admissions in 2010 means that more people are now out of the lineup and well on their way to beginning a new life in Canada," he added.

In addition, Canada increased its provincial nominee program by twenty percent. The provincial nominee program allows Canadian provinces and territories to sponsor skilled immigrants.

"Since 2006, our government has allowed for the provincial nominee program to expand significantly, from 8,047 people in 2005 to 36,419 in 2011," Kenney said.

As a sign of their commitment to engaging with India, Canadian universities announced today in New Delhi funding for a series of India-specific initiatives valued at over $4 million. These investments include the new Globalink Canada-India Graduate Fellowship Program, new scholarships for Indian students, and institutional partnerships funds.

The announcement came at a roundtable for Canadian and Indian university presidents in the presence of the Honourable Gary Goodyear, Canada’s Minister of State (Science and Technology) and India’s Minister of Human Resource Development, the Honourable Kapil Sibal. This event is part of the historic Canadian university mission to India designed to forge mutually beneficial links between Canada and India – one of the world’s most dynamic economies. The visit is organized by the Association of Universities and Colleges of Canada (AUCC) and includes fifteen presidents from universities across Canada.

We all recognize the importance of a deeper engagement with India, for the individual Canadian universities that form this delegation, and also more broadly for the entire Canadian higher education sector,” said Stephen J. Toope, President and Vice-Chancellor of the University of British Columbia in making the announcement on behalf of the delegation. “The mission has been an effective catalyst, inspiring universities across Canada to create new awards for Indian students and form new partnerships with Indian universities and institutes.”

“Thanks to the leadership of our government, the Association of Universities and Colleges of Canada and its member institutions, Canada is becoming a destination of choice for international research talent,” said Minister of State Goodyear. “We will continue to vigorously pursue the tremendous opportunities for scientists and businesses to conduct research and invest in innovation in Canada.”

The centrepiece of the package announced today is the Globalink Canada-India Graduate Fellowship Program which will provide up to fifty-one awards valued at more than $3.5 million for Indian students who have participated in the MITACS Globalink program in 2010, an initiative that brings Indian undergraduate students to Canada for summer research internships.

Eight Canadian universities – McMaster University, Simon Fraser University, The University of British Columbia, University of Ottawa, University of Toronto, University of Victoria, University of Waterloo and The University of Western Ontario – are providing funding for these new graduate fellowships.

The additional Canadian university investments in India come in the form of India-specific initiatives by participating universities including new scholarship programs for Indian students from The University of British Columbia, OCAD University, Queen’s University, University of Regina, Royal Roads University, Saint Mary’s University, Vancouver Island University and Wilfrid Laurier University, as well as funding for institutional partnerships for the University of Saskatchewan and the University of Manitoba.

“These new investments are a concrete demonstration of Canadian universities’ commitment to partnering with Indian universities and supporting Indian students in the spirit of international education,” says AUCC President Paul Davidson. “Higher education is essential to the advancement of our participation in the global knowledge economy – both for Canada and India. This type of academic cooperation and mobility facilitates that progress.”

According to the report, over 106,000 IT related positions will become available between 2011 and 2016 in Canada; however there may not be enough people to fill those positions. The report has also indicated that the most shortages will occur for positions which require five or more years of experience.

In order to address the concerns regarding labour shortages, the report is suggesting five recommendations:
Post-secondary students should be encourages to take IT-related courses;
Foreign-education workers should be better integrated into Canada's IT workforce;
Making post-secondary education more cross-disciplinary; and
Making the IT industry more accessible for various skill levels and diverse employees.

Another important suggestion made by the report is to bring more foreign skilled workers to Canada. The IT industry will be looking for skilled workers with many different skills, rather than a specific technical expertise.

The Government of Canada has not indicated how these shortages will affect their immigration strategies. Canadavisa.com will report on any changes to the Canadian immigration programs once they have been announced.
