Can your parents and sister be considered dependents?

The application form asks you to list dependent children, but what about these other family members?

If i'm correct
family members = you, your spouse and your children
other family members = your parents, siblings

its mentioned in the booklet but i donot have the link handy. Anyone of the above could be your dependent provided that you could prove it.

If I recall the application, specification was given as to detail of which family members was required, i.e.: basically members of the first blood line.
Your spouse, kids, mother, father, brother, sister, note however that exclusion was given regarding in-laws.
