Can you withdraw a CEC application if ITA is issued earlier under EE?

Hi and thanks for your input in advance,

I'm planning on sending my application through by December 31st for CEC. But I'm also going to submit a profile under EE.
I was wondering if I get an ITA by Feb or March (444 CRS points, no LMIA, so being optimistic here), can I just continue with EE route and withdraw my old application?
How does one go about withdrawing an application?

In other words, can you apply for CEC before Dec 31st 2014 AND send an app via Express Entry? Is that allowed?

Yes, you can but you may get charged twice.
