Can you apply for two things, and citizenship certificate questions

My wife MAY be Canadian. We sent an application to see. If she isn't (good chance) when do we apply for the spousal visa? Could we do it now while another is processing as a backup?

Also, anyone have any ideas how long it'll take to get an application number in the mail/email once the packets are sent from the USA?

You can only apply once you get the certificate. AOR will take close to 3-4 months now.
