What do you mean, I guess. You can’t apply for a work permit with a job offer. The employer needs a LMIA (paid $1000+) and shows that no Canadian or PR could be hired. They fill out the paperwork with a market assessment on why hiring you will grow their business and allow them to hire more Canadians.
You can try. Note that if restoration is refused the work permit will be refused too. Also, if the work permit is processed faster than the restoration application, the work permit will be refused. Best option would be to wait until restoration is approved before applying for the work permit.
