Nothing has changed. If immediate, yes. If extended, with travel authorization. They pay for mandatory quarantine.

Yes its my mother, she is old & single, so I don't know how an old single person will be taken care of in a quarantine hotel in a city that we don't live in, that is my only fear.

These are the requirements and travel is a choice. I think it is highly unlikely that a visitor is going to allowed to skip the quarantine hotel.
