Can two foreigners marry in Taiwan during a visit?

Now that Taiwan has legalized same-sex marriage, does anyone know a place or someone we can contact to verify if two foreigners can go to Taiwan on a visit and get married?

I am from Canada and my partner is Cambodia. My partner just got denied the visitor visa to Canada.
