If someone gets pr at start of a phd program. And then spends 4-5 years in Canada. Does this satisfy the requirements for applying to citizenship?

You must live in Canada for 3 years to qualify for citizenship. Two of these years must be after you have become a PR. One year can be before you are a PR (while in Canada as a student or worker or visitor) but these days are only counted as half credits. Meaning that you have to spend two years in Canada before you become a PR to get credit for 1 year towards citizenship.
 
Also can the time spent in education be used for residency requirement for pr renewal

No. Time before PR cannot be counted towards PR residency renewal.
