can the visa be stamped on the country i'm visiting?

Hello

My wife and daughter applied for a TRV on Nov 10 and we are still waiting for the approval.
We have tickets to travel outside Canada on Dec 15 so it is already to risky to sent the passports to Ottawa for stamping as I have heard is taking about a month to have the passports back.

- Is it possible to get the applications approved and request the visas to be stamped on the Country we will be visiting?

- How are we supposed to contact them and let them know about the issue, or could we just go personally to a VAC on the visiting country and expect them to help us?

Some VPCs/Embassy's have this service, some do not. Visit the webpage related to the country you are visiting and contact them for specific details.
