Hi, I have been in Canada since June 2015 and am now eligible for citizenship. I have not visited India since I landed here. I have a few questions regarding the police clearance certificate:
1. Do I still need to provide a PCC even if I have not been outside of Canada for more than 20 days in the last 3 years?
2. If I have to provide the PCC from India for the 1 year out of 4, can I just re-submit the copy of PCC I submitted for the PR application as that info is not going to change apart from the date on the PCC since I have not visited India yet.
 
If you were 180 days out of Canada (spent in the same country) during your eligible 5 years, to avoid any misunderstanding, you should ask someone to pick up a new PCC that covers up to now (even if you have not recently returned to India).

I did it for myself, I have a legal agent in my country and I requested a new PCC.

It says on Document checklist that you would need original PCC from any country you have stayed for more thaN 183 days in last 4 years immediately before making citizenship application.
So you came to Canada in June 2015 so considering your time frame of last 4 years you were still out for like 1 year. So original PCC is needed.
You can get PCC same day from Indian embassy and takes few weeks if you apply through BLS.
