A friend applied for a work permit, now has concern with immigration agency. He is being shown his passport with visa stamp and ask to pay fees. One in particular is that his visa stamp has "date of issue" 40 days in the future. Any thoughts.

Most likely a scam and there's no job.

Who is the employer? Post the full job offer.

Your friend is being scammed. Assuming that your friend sent them their passport, I would suggest reporting the passport as lost and applying for a new one. And don't pay any more money for this "work permit".

Everything that you've described so far matches with what scammers do. They sent a fake job offer, retrieved the passport and are now asking for money to send the "stamped" passport back. They may find other ways to trick your friend into sending them more money for "visa processing". It's up to your friend if he wants to keep loosing money.

My friend just went in-person, and saw the passport with above visa stamp in his passport. He bought some time before paying anymore fees.
