can teens (less than 18 y.o.) apply separately under C6?

We are Permanent Residents since 2015.
We have two teens, now 15 and 17.
Can THEY apply, separately from us, under C6? THEY have already passed 1100 days in Canada, counting the time pre-PR

The rational is that we, the parents, have spent considerable time in foreign countries, for working and family reasons, in different time periods, therefore we would need to wait until mid 2019 to apply while the kids can apply in mid 2018.

I contacted CIC and a rep (who apparently was a new one) said NO, at least one parent has to apply together with the minors.
However I do remember that new law C-6 contemplates the possibility of minors to apply by themselves.

Yes, they can apply for citizenship under subsection 5(1). Check the link below:

This application under subsection 5(1) is intended for minors (under 18) who are permanent residents and:
  • do not have a parent applying for citizenship at the same time as them, or
  • do not already have a Canadian parent.
