---Can Primary applicant go alone and get PR card for all 3 family members?

We are a family of 3, me, my husband and daughter.

Got PPR and one year to medicals will be until Feb 2017.
Can someone please advise if only primary applicant can go and apply for all 3 PR cards and rest of the family members can come directly around mid of 2017 (after passing one year of medicals timeline).

Suggestions please.

No. All family members that do not arrive before the expiry of the COPR will not become permanent residents. They would have to apply again. Becoming a PR requires physically travelling to Canada.
