I wonder if one can add his/her sister as dependant inthe PR application which is already in process?

No, your sister is not your dependent. Your dependents are your spouse and your children if you have any. It is possible that you can sponsor your sister later if she is under 18 and orphaned or if she is an adult you would have to live in MB or SK and sponsor her under PNP family stream.
 
I`ve got my immigration visa as a dependent child of my parents (My home country is poor, and i never had a chance to work, and i am a full-time student...I live with my parents and depend on them financially). My brother was sponsor.
 
Yes, an adult child can sponsor his parents and his parents dependent children if they can show enough income to support them but you can still not add your sister (or parents) to your PR application.
