Dear All,
My family applied for FSW under category University Professor. We had sent our application package to Sydney, Nova Scotia on July 29th. However, our application was incomplete due to the delays of Canadian mailing system. We are missing the official Education Credential Approval letter from University of Toronto ( We sent to their CES office for education background approval). The details of what happened in between is a long story.
We couldn't wait for the letter to reach back then send the complete package, because that would take another month of time to wait and we were trying to have our application be delivered before Augsut 1st ( due to the new dependent's age policy)

My concern is,

1) How can I contact the main intake office and describe my situation and follow up the process?
( I have included an explanation cover letter already in the application)

2) Does anyone know if there is a chance my application would be on hold for me to fulfill the requirements, instead of being returned?
How long usually it takes for them to process each case and contact individuals?

Your application will be returned. There's nothing you can do to stop this and CIC won't hold your application to wait for missing items. All applicants are treated equally and the application must be complete when the original package is received by CIC. It's too late now.
 
are you very positive about this?
I am still crossing fingers hoping they would give me a chance, as I did send in my copies from my degree institutes, only missing the approval letter.

Yes.

Documents such as ECA and IELTS results are mandatory and must be included with the original application in order for CIC to accept the application and issue PER. If IELTS and ECA could be sent later, many people on this forum would have been able to send their applications much sooner. Everyone had to wait until they had both ECA and IELTS results before submitting their application.
