Can my friend apply Student Permit and TRV in one application-long process time from US for TRV.

My friend is in USA and got accepted in Canada university and class will begin in September. He sees the process time for permit and TRV is 3 months and 6 months from US. Will that be too late for September entry in Canada if he applies now? Can he apply in one application on line? Any advice and suggestions? Thank you!

Your friend can apply for the study permit now and online. He doesn’t apply for a TRV just the study permit. With the study permit, you receive the TRV.

Thanks! Is it so? Any official documents showing that? We did not find it. Bud did find the following from CIC website on the studment permit:
"
To be able to enter Canada as a student, you must meet 2 requirements:

  1. You must have a valid study permit or a letter of introduction that shows you were approved for a study permit.
  2. You must be attending a designated learning institution (DLI) with a COVID-19 readiness plan approved by its province or territory.
You must meet these 2 requirements whether you’re studying for 6 months or less or you’re enrolled in a longer study program."

It seems no TRV mentioned at all in it. I am confused:(

By the way, shall he wait for the permit approval in the US or he can travel bak to his home country after submission of application and enter Canada when he get the approval? What is the safe approach?

When you get approved for a study permit, you get a TRV.

But he is applying for the US. If he is going to be in China then apply from China.
this is what I am thinking too-the system showing processing time in China 392 days vs. 105 days(15weeks) in the US-not sure the info is accurate or not. I know he will need to do finger prints so apply in the US and remain there maybe the best choice.

These are only estimates. Also he is not a US citizen, so his application may take longer to process since he isn’t applying from his home country. He needs to show strong ties to his home.
