Can my first landing be in Toronto for Saskatchewan PNP?

Is it mandatory to make the first landing to the province (for provincial nomination) or can it be anywhere within Canada.

I am planning to do a short first landing, then return back to my country and settle two years later to the province.

Make sure that when asked to provide an address to deliver your PR card, that you provide one in the Province of nomination. Otherwise the processing CBSA officer may be led to believe that you are not intending to settle there.
