So we recently discovered via old written family records that my dad's grandmother was born in Canada. Because she was Canadian, would that also make his dad (who is deceased) Canadian? And if so, does that give my father the ability to claim citizenship?

You didn't supply any dates, but generally, your grandmother's children would be Canadian citizens, but your grandmother's grandchildren would not.

Not necessarily, but in most cases, yes. If a person was born abroad before 2009 to a parent who was a Canadian citizen at that time (even if the parent was also born abroad), then that person would be a Canadian citizen IF they hadn't reached the age of 28 by April 17, 2009.
