Can minors apply for their citizenship?

Hello,

Both parents and children hold PR status; however, the parents are unable to apply for Canadian citizenship due to the English language requirements.
Is it possible for us to only apply for citizenship for the two minors, aged 10 and 7?

Yes. Minors applying without their parents can do so via 5(1) granted they have accumulated enough days in Canada.
