yeah you should submit just your Bachelor marks only. Just secure good bands in IELTS. Youll be fine. I dont understand your brother convocation part.

What are you trying to do? Visit Canada for a few weeks? Or study, work, live in Canada? If you want to visit for a few weeks - apply for the visitor visa. You will need to provide very strong ties to your home country to demonstrate you don't have plans to remain in Canada long term. If you want to study - you need to apply for a study permit.
simply said apply for a program that is suitable and relevant to your previous studies. You are graduated now apply for masters degree.

I want to study ,work and live there in canada but am not getting the point ..some agents here in india are saying that if u r appling after graduate diplomas ur 12 marks will matter.. but some are saying that they will only see ur graduation markes ..i also have backlogs in graduation + 2 year exrtended .. suggest me what should i do now? If you wish to study - then I'm not sure why you are asking about a visitor visa. You cannot study or live or work in Canada on a visitor visa. You need to apply for a study permit if you wish to study in Canada.
I agree with the advice given to you above. You need to take IELTS and achieve high marks to try to overcome your poor grades and demonstrate to CIC that you are a genuine student.
Having a brother in Canada will harm rather than help your application. It will make CIC suspect you have plans on remaining in Canada long term.

I have 2 year accounts diploma in my extended years .....so now you are saying me that i should score 7.5 or 8 bands in ielts ... let me test my skills now ...thnx mate
I have got 60% in 10th, 58% in 12th, 44% in graduation and 62% in my 1year pg diploma. What are my chances for 2years pg diploma based on my post-graduation percentage as I know it would be impossible to get admission based on my graduation.. If less chance then what if I do my graduation again in different stream? Please reply
