Can lawyers/consultants change SOWP decision?

Just curious.If student changes study permit to visitor, then their live-in partner who is on PGWP (head chef,1yr)applies to get them a SOWP but then CIC refuses because they reach the decision that the relationship was setup to get a SOWP can it be appealed?
Would a lawyer/consultant help to change CIC decision?
Also does the case get more merit because a law firm is attached to the case as oppose to just the individual name representing themself.

If you want to appeal, you'll need to appeal at the federal court level and will need to spend $3K to $5K on a lawyer. It makes more sense to reapply and put together a stronger application.
