I just checked the FSWP calculator, after completing my bachelors my points will cross 70+. I do not have full time work after graduation points yet. If I take an year to work and apply for EE in very late 2023 or early 2024 can I apply to the FSWP instead of CEC? I do not want to go through the PNP route as it takes time and I am afraid my CEC points would not be high enough to be called for an ITA in 2024, it would be around 450 ranges.

Yes, international students can certainly submit an EE profile and hope to be selected through FSW. Note that scores of those being selected are very high right now (well over 500). If you only have a bachelor degree and one year of work experience, chances are you won't have a high enough score to be selected through FSW unless you also speak French and/or have an LMIA-supported job offer.
