Can i apply pr if i am on student visa in canada, if yes will it hamper my work permit if my pr get rejected

If you have adequate points, why would your PR be rejected? And even if it does, worst case scenario, your WP won't be hampered at all. With 1 year student visa you are entitled to get a one year work permit and for 2 years student visa you are entitled for 3 years WP. Having said that, WP rejections and approvals depend upon the course(s) as well. I am not a lawyer though. Just speaking based on the cases I have seen around me.
