can i submit documents any time?

All,

Do I have to wait for the document request or I can submit document any time during the procedure as they arrived?

If you have already submitted the full docs and wants to add some additional or some missing docs you can send them anytime by referring you file number but if its you first stage then you need to wait until you get an email from cic to send full docs for the second stage.
