I'm talking about next year. Can I still apply for CEC without Express Entry and get a PR? I can't be a permanent residence without an invitation under Express Entry?

See the way it goes is if you are a CEC applicant you still are a CEC applicant. Express Entry isn't a new stream. Its a way you apply. Canada has just changed the way you apply. That is all. So you will still get ITA under CEC only.

Thanks for your reply. But I still don't get it.
Looks like every CEC applicant must go through Express Entry system, right? Will that ITA only be issued for those who are ranked high on the list of Express Entry? What about the people who could not score high enough to get an invitation but still meet the requirements for CEC?
 
After 1 Jan 2015, CEC must go through EE, no more straight up CEC.

EE profile will be in the system for 1 year max.

So what you mean is that I have to do a competition with other applicants and be ranked high enough to get an PR? If I could not score high, I can't get a PR? Since I'm on a PGWP, I will not score high since I am LMIA exempt.
In 2014, if my occupation is under NOC 0 A B and there is a room for a cap, I could get a PR.

We don't know about how bad the competition is until it's up and running, but that seems to be the case (or so I assumes as the worst case scenario)
