Hi,

i am planning to move to Canada Winnipeg in Dec.
there's going to be a long layover in Toronto. Can i get out after the immigration would be done? I have heard people saying that it causes a problem.

Yes - you can leave the secure area of the aiport. Make sure you leave yourself enough room to go through security when you get back to the airport. How long is your layover?

It will be fine.
Explain to border control that you have a stop and show your ticket that the final destination is manitoba

For a 23 hour layover unlikely you will be able to check your luggage for the connecting flight to Winnipeg before you exit airside so keep that in mind in your timing for when you return to the airport. Check process with your airline

Once you get your study permit, then from now on all travels within Canada will be domestic travel. You most certainly can't/find is a nightmare to stay in the airport for 23 hours. If you have got friends, put your checked bags in one of their places, as you cannot check your bag that long in advance.

You can follow air canada guides to see when you should arrive for check in. https://www.aircanada.com/ca/en/aco/home/plan/check-in-information/check-in-and-boarding-times.html
