I have my study permit expired recently.
I applied for a renew, but was told that there it was rejected for missing forms. It also says I am out of legal status and leave Canada.
I am going to apply for a restoration, but worried if any enforcement action make taken.
I know that I have a valid eTA visa, but does that mean I can stay here without any worries until I hear the approval/rejection for my restoration applicaiton?

An eTA has nothing to do with status. You can stay if you apply for Restoration but will not have legal status.

You are allowed to stay in Canada while waiting for restoration so you are not doing anything illegal. You cant work or study during this time.

Has it been more than 90 days since expiry of your study permit? I am wondering why they asked you to leave, if its more than 90 than you cant apply for restoration.

A refusal letter will always include a sentence saying you must leave when status expires, or if it is already expired (after a restoration app, etc) will direct the recipient to leave within 30 days or a different number determined by the VO.

Let me try to understand your question and then I will try my best to give you advice.
I would guess you applied for study permit extension which got refused, correct?

My first question to you, when did you apply for study permit extension? if you applied before the expiration of previous study permit, you were on implied status while waiting for an extension, in that case, you had legal status in Canada. FYI, You can continue to study or work under the same condition of your expired permit while waiting for a decision on your application.

Now, unfortunately, your study permit extension has been refused and you are not on implied status anymore, and stop studying or working immediately.

But the good news is, you can apply for restoration of your status within 90 days since you got refusal on the extension. BUT YOU CANNOT WORK OR STUDY WHILE YOUR APPLICATION FOR RESTORATION IS IN PROCESS

Moreover, If you leave Canada, you will be deemed to be seeking a new entry on your return.

if you meet the requirement of a study permit, you can apply to restore the study permit (In this case, application fees will be study permit fees + $200(restoration fees))
