The only persons you are able to sponsor are:

Parents
Children
Spouse


Since your parents are still alive, you cannot sponsor any other relative.

Based on your previous posts, are you a citizen or PR of Canada even?

I noticed you asked about LMIA's which don't apply to PR's

They could apply through express entry, or possibly under refugee status. You would have to wait until CIC opened up refugee status however for your country. Otherwise it would.be a long shot.

How do you know? Scientists have yet to predict earthquakes. San Francisco is also constantly under "earthquake threat" . . . among others.
