If I am a PR then am I able to sponsor my brother to immigrant to Canada ? His age is 30 years old, and single.

Hope to get some help and advice

Do you have any of the following: spouse, child, parents, grandparents? If yes, then unfortunately you cannot sponsor your brother through Family Class.

So which class is one able to sponsor a brother or sister?

There is no alternative for sibling sponsorship. You brother will need to check to see if qualifies for one of the economic classes.

Some of the provinces have provincial nominee programs where one could sponsor a brother or sister. There is a sub-forum about the provincial nominee programs on this forum.

This isn't true unrestricted sponsorship however... Unless I have missed something, the applicant still has to be a skilled worker in their own right, with a reasonable chance of economic success.

Yes, the potential immigrant gets points, and if there are enough he or she can be sponsored.

Here is the CIC webpage where they talk about how to apply as a provincial nominee:
http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp

Each province has different rules, which change fairly often. Usually the person who wants to sponsor a relative or friend as a provincial nominee has to have lived in the province for a year. Which province do you live in?
